Terms of reference for designing M&E Framework in the Country Strategy plan
Background:

Plan International has opened an office in Somalia/Somaliland and has started programmes that focuses on child protection, education and youth economic empowerment programming, working with/through partners in both humanitarian and development settings and providing technical support to INGOs, Somaliland NGOs and the Government of Somaliland in Plan’s areas of expertise.
Overall objectives of the assignment:
The regional M&E specialist and Global Hub are technically supporting the country office to strengthen capacity of the relevant staff on M&E systems to deliver effective M&E systems in place as well establish PMERL system in the country office to generate relevant project information and M&E plans in the system to truck easily for the projects M&E components and improve accountability. in relation to this the country strategy plan requires to have clear objectives, outputs and applicable indicators to measure the progress and also help to set up the PMERL system
In order for the strategy to be entered into PMERL, as well as making the strategy more useful for Plan Somaliland, the three objectives, which represent the outcome level, also need to be underpinned by indicators. Its therefore important to identify key indicators for the stipulated change for each of the three objectives which then can build on the projects underneath each objective.
