Terms of reference for designing M&E Framework in the Country Strategy plan

Plan International has opened an office in Somalia/Somaliland and has started programmes that focuses on child protection, education and youth economic empowerment programming, working with/through partners in both humanitarian and development settings and providing technical support to INGOs, Somaliland NGOs and the Government of Somaliland in Plan’s areas of expertise.

Overall objectives of the assignment:

The regional M&E specialist and Global Hub are technically supporting the country office to strengthen capacity of the relevant staff on M&E systems to deliver effective M&E systems in place as well establish PMERL system in the country office to generate relevant project information and M&E plans in the system to truck easily for the projects M&E components and improve accountability. in relation to this the country strategy plan requires to have clear objectives, outputs and applicable indicators to measure the progress and also help to set up the PMERL system

 In order for the strategy to be entered into PMERL, as well as making the strategy more useful for Plan Somaliland, the three objectives, which represent the outcome level, also need to be underpinned by indicators. Its therefore important to identify key indicators for the stipulated change for each of the three objectives which then can build on the projects underneath each objective. 

Specific objectives: of this consultancy is to:

  • Formulation and finalization of the country strategy plan M&E Framework, including developing applicable measurable indicators, outputs against the 3 objectives in the strategy plan
  • Propose a method to regularly collect data from the recognised sources to monitor and report on the status of the developed indicators


  • In-depth analysis and Review for the country strategy plan Framework including overall objectives  
  • Review the current ongoing organizations thematic interventions and project level result frameworks
  • Develop specific M&E plan in the strategic plan that has clear objectives, outputs and measurable indicators

Timeline and Budget

The whole assignment will be expected to cover in 10 days period.

Consultant Profile:

  • Minimum University degree in statistics, social or political science, public policy, development, planning, or related fields.
  • Minimum 7 years of relevant experience in development statics/surveys, national and sector development planning, social or public policy, or related fields.
  • Proficiency in English (written and spoken) is required in addition to the Somali language.
  • Proven experience in conducting evaluations for both humanitarian and development projects
  • Experience in applying participatory tools especially when interviewing/collecting information from children
  • Demonstrable expertise on child rights, child protection and gender equality
  • Experience in quantitative and qualitative methods and analysis, participatory research, action research
  • Experience in project monitoring and evaluation systems, including those using participatory approaches and ‘hard to measure’ indicators (i.e. empowerment, governance, well-being, etc.)
  • Experience in designing and conducting rigorous research (including using experimental/quasi-experimental and/or theory-based evaluation methodologies)
