Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision-making and access to justice, primarily through three multi-year programmes.

The Role

Oxfam in Somalia and Somaliland is looking for competent person to join our dynamic, innovative and committed team for the position of Senior Program Officer – Just Economy and Economic Development Program

  • The purpose of the job is to ensure effective and efficient support to the planning, implementation, monitoring, evaluation and accountability of youth development projects. 50% of this role is MEAL support for all Oxfam’s development projects as a whole in accordance with organizational policies and strategies. The Senior Program Officer will work with Global Influencing & Communications team of the Work in Progress project! and Global Monitoring, evaluation, accountability & learning team based in the Netherlands to develop a social audit tool, influencing outcomes and indicators to ensure the policy implementation cycle is tracked and captured key progresses and achievements. TVET programme and other CO-Creations with Butterfly Works is also key responsibility of the post holder. The Senior PO will support the BDS programmes of local partners on overall training implementation, SME’s/Startups selection, re-directing towards impact-driven companies and women-led business where possible. The integrity and professionalism of the post holder is also therefore an essential and non-negotiable attribute required of this post.

The position will require a range of skills and experience Including: Bachelor’s

degree in social sciences, Economics, business studies, development or related field; Minimum 3 years of progressive professional experience in project design, implementation and monitoring specifically in field of youth empowerment, private sector development, SME growth promotion, employment generation and youth/women entrepreneurship enhancement. Excellent command in Somali and English languages; Sound communication and advocacy skills; Good capacity and experience in MEAL system design and roll out; Strong writing and reporting ability with the ability to document quality case studies/communication materials and stories that showcases impact. Proactive, result oriented, independent, able to identify and carry out duties with minimum supervision Excellent communication, interpersonal and organizational skills; Good facilitation skills; Networking and coordination skills with the ability to develop synergy with a range of programme stakeholders Willingness to work in a multicultural environment.
