OVERVIEW OF THE POSITION
Over twenty years of widespread and sustained armed conflict has left Somali communities wounded, trust deficit and deeply divided. Unhealed physical, emotional and psychological scars since 1991 perpetuate cycle of violence that still grips many local communities. This cycle of violence not only left individuals traumatized, but also destroyed trust within and between clans. It prevented people rebuilding their lives, left communities fragmented, increased the appeal of
extremist groups and inhibited sustainable development. .MOIFAIR’s one of the key partner is our client in supporting reconciliation and State formation process in Somalia. Our client support to conflict management and mediation process comes through the UN joint project ‘Support to Emerging Federal States (StEFS)’ and MOIFAR is the lead implementing organization. Recent National Reconciliation conference organized by MOIFAR with the support of our client has set the momentum to advance the work on conflict mediation from being ‘reactive’ to ‘proactive’. It is vital to design result based reconciliation, and peace-building National Operational Intervention to ensure that the Federal Government of Somalia (FGS) and Federal Member States (FMS) are promoting uniform and consistent reconciliation and peace-building activities across the country. In this context, the project plans to recruit International Reconciliation Expert to help MOIFAR to develop National Framework and Strategic Plan on Reconciliation towards peace building process in Somalia.
The lessons of the over the past 20 years clearly show that inter and intra-clan animosities and mistrust between divided communities in several locations across the country hinder the establishment of stable and legitimate governance structures that support and serve all clans equitably. Social reconciliation must be built from the grassroots up from the individual and community through to the district, region and nation. Community driven social reconciliation and civic dialogue programs must be culturally relevant, and seek to break the cycle of violence and pave the way to a peaceful, positive future for Somalia, addressing the causes of conflict and the grievances of the past to promote long-term stability and justice.
Despite the fact that there has been some reconciliation, peace dividend and civic dialogue activities in several parts of Somalia, these activities risk being implemented in an uncoordinated, unmonitored fashion, overstretching resources, and being inconsistent between the district, regional, States and national reconciliation efforts.
Under Somalia's new government, the Ministry of Interior and Federal Affairs (MOIFA) has been renamed as the Ministry of Interior, Federal Affairs and Reconciliation (MOIFAR) which means reconciliation and conflict management has been taken to the next level and will be a core function under its new portfolio of the Ministry.

The Project was developed in response to the new deal and is aligned to the priorities and principles spelled out in the Somali Compact, the StEFS project aims to support the Federal Government of Somalia (FGS) and Emerging Federal States in achieving the Peace-Building and State-Building Goal (PSG) 1, Inclusive Politics, now part of the National Development Plan-Pillar 1.

The role of the International Reconciliation Expert is to provide substantial support to UN and the MOIFAR on matters of reconciliation and Peace Building. The specific tasks that the expert will undertake include:
Secondary data review on Reconciliation support and conflict management process in Somalia.
Conduct consultation and dialogues with Federal Member States (FMS) on peace building, conflict mitigation tasks and key priorities.
Interact with relevant FGS ministries and stakeholders to gain insight on State Building priorities.
Design/Facilitate consultative workshops for drafting of National Reconciliation framework.
Support in conducting baseline conflict assessment and peace mapping, on conflicts and peace across the country.
Identify reconciliation gaps where they exist.
Conduct Conflict Mapping and Analysis as part of the National Strategic Framework on Reconciliation in Somalia.
Lead in developing overarching framework and strategy on Peace Building and Reconciliation-in line with National Development Plan.
Develop Reconciliation Action Plan (RAP) with scheduled activities that demonstrates FGS and FMS commitment to reconciliation.
Develop road map on developing National Reconciliation Framework.
This role reports to DG/Permanent Secretary in MOIFAR.
This role does not have team management responsibility.
§ Master's degree in in Peace-Building, International Affairs, Social Science, Political Science, International Development, Development studies, Human Rights or other related field. and/or Bachelor's degree in in Peace-Building, International Affairs, Social Science, Political Science, International Development, Development studies, Human Rights or other related field..
§ Minimum of 10 years of demonstrable relevant Peacekeeping & Peacebuilding experience.
§ Minimum of 1 years of experience in Africa with local experience in Mogadishu is an advantage.
§ Fluency in English (essential) and Somali (desirable).
Master’s Degree in Peace-Building, International Affairs, Social Science, Political Science, International Development, Development studies, Human Rights or other related field;
Focus in post-conflict development/peace-building highly desired.
Minimum 10 years of relevant professional experience in post-conflict setting focusing on peace building, conflict transformation, recovery/development and/or community security-related projects.
Strong policy analysis experience and technical understanding of the processes of peace-building/reconciliation/conflict resolution and governance strengthening in a fragile state environment.
Experience in conflict-sensitive planning and budgeting, programming, participatory research and M&E.
Prior experience in (post) conflict countries in the East and Horn of Africa region is strongly desired.
Exceptional drafting, representation and communication skills in English.
Work experience/consultancy in the UN system is an asset.
Fluent in English and Somali Language an advantage.

The expected results/deliverable's of the assignment are:
An inception report, including work plan/timelines for implementation of the tasks (5 days).
Design tools/materials for the Stakeholders/FMS consultative workshops for drafting National Reconciliation Framework (8 days).
Develop and present first draft National Strategic framework on Reconciliation based on consultative workshops outcomes/secondary data/reports and inputs (22 days).
Develop second draft/costed proposal, based on the consultative meetings with stakeholders/partners which sets up a National Strategic framework on Reconciliation (10 days).
Final report/National Reconciliation Framework submission based on the feedback from UN/MoIFAR/Donors/partners (5 days).
