Program and Development Coordinator Terms of Reference
Horizon Institute is an NGO that assists governments and non-for-profit institutions to create and take advantage of development and capacity building opportunities to improve justice and governance systems. Horizon’s work lies at the intersection of human rights/rule of law, institution building and locally driven development. We integrate all three approaches to promote locally driven initiatives and implement projects that result in stronger and more self- reliant communities.
The Program and Development Coordinator will be based in Hargeisa, Somaliland, with travel to Horizon’s regional offices within Somaliland.
Duties and Responsibilities
Successful candidates will be expected to:
Manage Hargeisa-based staff by providing oversight and maintaining a productive work environment and by communicating and enforcing job expectations;
Supervise Horizon’s regional offices by working closely with the Regional Co-ordinator and through regular visits; Initiate, coordinate and enforce Horizon’s staff policies and procedures;
Coordinate and maintain communication systems between Horizon’s offices within Somaliland and between the
Somaliland and Nairobi offices, including, but not limited to, carrying out weekly staff meetings;
Maintain continuity between Horizon’s Nairobi and Somaliland offices by identifying, documenting and communicating actions, potential opportunities, continuing needs and areas for improvement in staff management;
Complete special projects as identified, including, but not limited to, meetings, trainings, and conferences, by organizing and coordinating information and requirements; planning and arranging schedules and monitoring results;
Develop and carryout internal monitoring and evaluation of Horizon’s programs to identify points of success, challenges and areas for improvement;
Help to expand and deepen the public profile of Horizon both within Somaliland and internationally; Strengthen Horizon’s governing structure and manage quarterly board meetings;
Develop and expand Horizon’s portfolio by identifying funding opportunities; Any other tasks as
Bachelor’s degree in related field;
Proven experience with project coordination and management;
Proven experience with managing and developing a team;
Proven experience monitoring and evaluating programs, and identifying development opportunities; Currently based in Hargeisa, Somaliland or a willingness to relocate to Hargeisa;
Fluency in spoken and written English and Somali;
Computer literate with ability to use Microsoft Word and Excel; Proven inter-personal skills;
Strong work ethic, ability to learn new skills and being a team player; Ability and willingness to travel within
Master’s degree in related field;
Experience managing projects in Hargeisa,
