  1. Background: The Republic of Somalia has received financing from the World Bank towards the cost of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program (SCALED-UP) project; and intends to apply part of the proceeds of the above project to finance the position of the Procurement Consultant (Individual Consultant) for MoF.
  2. Responsibilities: The Procurement Specialist will develop and implement a cost-effective procurement management system for the SCALED-UP Project, including procurement plans in accordance with the World Bank Guidelines/Regulations: All other specific tasks detailed in in the Terms of Reference (TOR) for the assignment that can be found at the following website: https://mof.gov.so/publications/procurement-specialist
  1. Duration: The proposed duration for the assignment is twelve (12) calendar months from starts date.
  1. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
  2. University Degree from an accredited University in relevant discipline (e.g. Procurement Supply Chain Management, Business Administration, Accounting, Finance, Engineering or equivalent).
  3. A minimum of at least 7 years of direct relevant experience including broad expertise in the management of procurement in the public sector or private sector.
  4. Minimum of 5 years’ experience in implementing procurement actions according to international organizations guidelines such as the World Bank, African Development Bank, the United Nations, etc. for procurement of goods and services.
  5. Demonstrated interpersonal skills and ability to work in a team environment.
  6. The candidate should have knowledge and understanding of project planning and implementation.
  7. High level of reliability and integrity.
  8. Excellent computer skills for Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use.
  9. Written and spoken fluency in English required
  10. Written and spoken fluency in Somali will be an added advantage.
  11. Experience working in a Fragile State environment is desirable

The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).

  1. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s

Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

  1. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
