  1. Purpose of consultancy

This consultancy is aiming to support the Ministries of Health of Somalia and Somaliland to develop Elimination guidelines; guide implementation of elimination activities in all targeted districts as per the National Malaria Strategic plan; and eliminate malaria in targeted districts in Puntland (5) and Somaliland (10).

  1. Background  

Somalia and Somaliland strategic plans aim to provide the country directions and implementation strategies to accelerate progress towards malaria elimination under clear, feasible and specific elimination guidelines so that all efforts by partners are harmonized and tuned towards achieving Pillar 2 (Accelerate towards malaria elimination). Currently Somalia and Somaliland several malaria elimination activities which needed to be implemented on standard ways and as per recognized elimination guidance tailored specially for Somalia and Somaliland settings. These activities are financially supported by GFATM via UNICEF and technically supported by WHO to achieve the main objectives for elimination of malaria from 15 districts by the end of 2025 according to strategic plan of the country.

  1. Deliverables

Output 1: To Develop National Modular Malaria Elimination Guidelines for Somalia and Somaliland

Deliverable 1.1:

  1. Review national malaria strategic plan, updated stratification, latest surveillance reports and other related documents of country health system
  2. Develop a simplified modular field operational guideline for implementation of national strategic plan for malaria elimination based on the latest WHO malaria elimination framework and malaria surveillance and M&E manual for vector surveillance and control, diagnosis and treatment, surveillance and M&E, programme management, advocacy and community participation
  3. Develop a draft ToRs for national malaria elimination committee as part of the guidelines 
  4. Facilitate a workshop for national stakeholders to review and finalize the draft modular guidelines
  5. Finalize the malaria elimination guidelines with incorporation of workshop feedbacks 
  6. Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Master’s degree in the field of malaria or tropical diseases epidemiology

Desirable: Degree in Medicine

Experience

Essential: 5 to 10 years of relevant experience in the field of malaria epidemiology and malaria programme management particularly in the elimination settings. 

Skills/Knowledge:

Excellent knowledge and experience on malaria epidemiology, malaria surveillance and malaria elimination programme management at the level of strategy development, field implementation and guidelines development  

Languages and level required (Basic/Intermediate/Expert):

Excellent knowledge in English; Knowledge of the Local Language (Somali) will be an asset
