Organizational Background

GREDO is an indigenous local NGO.  Non-profit non-partial, non- political and voluntary              organization based in Baidoa. To reach the most affected grass-root communities in Bay and Bakool regions and lower Shebelle effectively and efficiently, the necessity of local partnership in relief program appeared. Responding to the partnership need, a group of Somali intellectuals and well-wishers initiated in December 1992 a local non-governmental organization called Gargaar Relief and Development Organization (GREDO) the organization has implemented during these period different projects including relief and emergency programs and later improved into rehabilitation and developmental programs.

We are looking forward to establishing teams of health workers consisting of various cadres of health professionals to deliver lifesaving emergency health services to the population in need through this program with high impact on lives of the most vulnerable population groups.

JOB DESCRIPTION

OUT THE JOB

The Monitoring, Evaluation Accountability and Learning (MEAL) Assistant directly implements all MEAL processes and activities required improving programme quality over the course of project implementation, and ensure and demonstrate positive impact on beneficiaries’ lives. S/he works under the direct supervision of the MEAL Officer. With guidance from the supervisor, the MEAL Assistant has non-sector-specific, area-level responsibilities. S/he is responsible to conduct all field monitoring and evaluation activities and requirements for all projects and programmes present in their area of operation. This includes, among other responsibilities, keeping track of activity implementation and output indicators collected and measured by Project teams; carrying out all field data collection, monitoring exercises and evaluation plans as instructed by MEAL Officer; disseminating monitoring and evaluation findings with MEAL and Programme teams and ensuring follow up and documentation of action taken in weekly meetings. S/he will submit daily updates and weekly reports to the MEAL Officer and relevant staff. Finally, s/he will also assist in strengthening GREDO accountability mechanisms in close collaboration with the projects staff by acting as CRM Focal Point.

Responsibilities:

Implementation of MEAL systems for all programmes in respective area

  • Collect the relevant data as indicated by Project MEAL plans and assessment Scopes of Work to measure progress against indicators, expand contextual knowledge of the organization, build positive relationships and trust with people of concern and promote programmatic learning
  • Implement and update MEAL Plan in a timely manner for all projects including collection, entry, basic analysis and usage of data.
  • Work in very close collaboration with Programme teams, following their work plan and adapting MEAL work plan accordingly
  • Plan according to priorities set by the MEAL team, including dissemination of work plans and respondent lists in advance
  • Conduct all, ad hoc or regular assessment, monitoring, post-monitoring and evaluation data collection as per plan / Scope of Work of all project activities present in respective area
  • Prepare and share weekly activity reports with Project Managers and MEAL Officer

Data collection tools development and use

  • Lead field testing and piloting in field of tools and provide feedback and inputs to MEAL department after piloting phase
  • Lead on translation of necessary documents such as data collection tools and databases
  • Conduct all field data collection through mobile data collection for quantitative data and paper forms for qualitative data

Data management, analysis and use

  • Conduct systematic data quality checks and cleaning procedures before submitting data for analysis
  • Ensure consistent, accurate and timely transfer / upload of data from tablets to servers, and entry of into databases or digital transcripts, if paper forms used
  • Keep track of project activity implementation and progress against output indicators as reported by project teams
  • Proceed to ad hoc verification of outputs as reported by the project teams at area level by cross checking with paper-based documentation (signed attendance sheets, beneficiary lists etc) and report any discrepancy to Project Managers
  • Feed the Programme teams, MEAL Officer, Project Managers, with successes observed and challenges encountered in the field, lessons learnt and recommendations on best practices to implement in the future in a Monitoring Follow Up report after each monitoring mission
  • Collaborate with Programme teams to ensure actions are taken based on MEAL findings and recommendations, and document such actions in a Monitoring Follow Up (MFU) sheet

Accountability

  • Act as Complaints Response Mechanism Focal Point, including reception, registration and sharing of complaints on weekly basis.

Other:

Assist in other tasks as required including extensive support to all programmes/sectors and other areas whenever deemed necessary.

ABOUT YOU

To be successful in this role you must have:

Education:

  • Bachelor Degree in social sciences, humanitarian and/or development studies, or relevant field.

Languages:

Fluency in English and Somali required, written and verbal

Experience and technical competencies: (include years of experience)

  • Minimum 1 year of relevant experience within the humanitarian field
  • Experience in working in complex and volatile contexts, including travelling within areas of responsibility
  • Demonstrated knowledge of conducting qualitative and quantitative data collection, including mobile data collection
  • Basic / Good level of proficiency in Word, PPT and Windows Excel
  • Excellent inter-personal, communication and listening skills
  • Ability to work with people from various cultural groups and background
  • Strong empathy, understanding of and sensitivity to specific needs of most vulnerable populations
  • Strong planning and organizational skills
  • Attention to details and rigor in field and reporting work
  • Demonstrated commitment to meet deadlines and high degree of autonomy in his / her work

MEAL Officer, Project Managers, Project Coordinators , Other Programme Staff, local authorities, community representatives, community members.

Working Condition

The candidate will be based in Baidoa, but frequent travels to meet beneficiaries and field visits is required.
