  1. BACKGROUND OF THE PROJECT

The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The proposed project aims at strengthening the national statistics system, the national monitoring and evaluation (M&E) system and improving programming and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly access analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.

  1. RESPONSIBILITIES

The Consultant is expected to coordinate and collect all the information related to the National Development Plan, particularly the four pillars and their cross-cutting imperative evidence, to participate in the quarterly pillar and sub-working group meetings with the specific focus on

discussing the progress of the NDP-9 and to prepare accurate M&E reports that reflect the status of the national plan, lessons learned, challenges and best practices. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR). The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:

  1. Degree in Monitoring and Evaluation, Economics, Development Studies, Statistics, Public Administration, Social Development, International Relations, Project Planning and Management or any related field.
  2. At least 5 years of work experience in designing, developing and implementing Monitoring and Evaluation frameworks/systems, especially in areas related to M&E in the areas of politics and law and order.
  3. Proven previous team leader experience in programs management or conducting an evaluation of large-scale government policies, programs or projects.
  4. Proven experience in designing and implementing evaluations, monitoring tools, learning tools, research methods and approaches (including quantitative, qualitative and participatory) for the project and programmatic level.
  5. Demonstrated experience in developing and implementing comprehensive M&E systems.
  6. Proven experience in M&E, review and analysis of activities and report writing relating to politics and law and order.
  7. Previous experience in working in Somalia/Horn of Africa with good knowledge of the political and geographical context of Somalia.

 REPORTING

The Consultant will report to the M&E Director of Ministry of Planning, Investment & Economic Development.

  1. DURATION OF ASSIGNMENT

The estimated duration of the focal person assignment is 260 days excluding holidays over a period of 12 months.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
