  1. Purpose of consultancy

To provide technical support to the country in introduction and roll out COVAX vaccine in Somalia

  1. Background  

On 30 January 2020, the World Health Organization (WHO) declared the coronavirus disease 2019 (COVID-19) a Public Health Emergency of International Concern (PHEIC) and, subsequently, as a global pandemic on 11 March 2020. In response, the WHO country office for Somalia began assisting the Federal Ministry of Health (FMOH) of Somalia in January of 2020 to: rapidly scale up preparedness and readiness measures; develop its National Preparedness and Response Plan for COVID-19; and enhance support to federal and state health authorities aimed at early detection of imported cases and preventing onward transmission. on 16 March 2020 Somalia confirmed first case of COVID 19. As of 5 December 2020, a total of 4,409 laboratory-confirmed cases of COVID-19, including 121 associated deaths. Case positivity rate is 7% and case fatality rate is 2.6 % as at 5 December 2020 GAVI open a window to support.

Somalia is one of the countries eligible for the AMC support. The objective of this consultancy is technically supporting the country in the whole process of vaccine introduction including development of national vaccine deployment plan and VIRAT

  1. Deliverables

The consultant in consultation with the MOH team will support the process of the introduction and roll out of COVAX 19 vaccine in Somalia.

Deliverables 1:

  • Update of Vaccine Introduction Readiness Assessment Tool (VIRAT)
  • Develop GAVI application for COVAX,
  • Develop national vaccine deployment plan
  • Organize the national consensus meeting to present and finalize the proposed strategic plan
  • Facilitate development of Micro-plans
  • Develop training materials
  • Develop the methodology and tools for data analysis and reporting
  • Support AEFI surveillance
  • Develop a tool to monitor/evaluate the effective implementation of the policy/procedures.
  • Promote strengthening the capacity for the implementation of the plan of action
  • Coordinate and support state level national consultant in developing their state level vaccine deployment plans
  • Qualifications, experience, skills and languages

Essential qualifications:

Master’s degree in Medical, social sciences or Public health.

Experience required:

7 to 10 years of relevant experience in EPI programme management, planning and vaccine introduction process

Skills/Technical skills and knowledge:

  • Broad knowledge of EPI strategies and policies and interventions
  • Satisfactory national/international experience in the EPI
  • Sound knowledge in planning, implementation and evaluation of preparedness and response activities.
  • Initiative and ability to work in developing countries
  • Working experience in developing and fragile countries
  • Good and organized writing skills
  • Proven ability to take initiatives and make recommendations.
  • Demonstrated ability to analyse data
  • Good and organized writing skills

Language requirements:

Expert knowledge of English is required.

  1. Travel

Consultant will be required to visit different states as required.

  1. Remuneration and budget (travel costs are excluded):
    1. Remuneration: band level B and/or national level NO-D
    2. Expected duration of contract (Maximum contract duration is 11 months per calendar year): less than 6 months (exact dates to be decided)
