BBC Media Action:

BBC Media Action uses media and communication to reduce poverty and promote human rights in developing countries. To achieve this, BBC Media Action partners with civil society, local media and governments at both local and national levels.

BBC Media Action is implementing a two-year USAID/BHA funded humanitarian capacity and systems strengthening project in South West state of Somalia with the aim of improving communication, community engagement, accountability, and participation in humanitarian response in the state.

Job Purpose:

The Humanitarian Capacity Strengthening Coordinator (HCSC) will be the central point of contact  on the project for stakeholders, who include local media partners, civil society organizations, NGO partners, and other humanitarian agencies on all matters relating to technical content and project activities.  Under the direction of the Project Director based in Hargeisa, the HCSC is responsible for devising and implementing capacity and systems strengthening work through training workshops and mentoring programmes to build skills and relationships among for stakeholders (media and humanitarian) in South West State of Somalia. 

Main Duties

  • Develop humanitarian agencies mapping across the state and support coordination and relationship building effort necessary.
  • Adapt BBC Media Action’s ‘Lifeline Training’ modules for the local context, working with the Senior Advisor on Humanitarian Response
  • Deliver a comprehensive training and mentoring program in ‘Lifeline’ humanitarian communication for the local partners including media and humanitarian workers to be selected in South West State of Somalia.
  • Carry out train-the-trainer workshops for senior journalists and production staff at our partner media organizations and civil society groups in the state and liaise with partner media organization on training, skills, and production objectives.
  • Work with Project Director and Research team to develop monitoring and evaluation tools and report on progress of capacity and systems strengthening activities.
  • Support the production teams of local radio partners to identify and access the latest information on humanitarian activities and plans for South West State of Somalia. 
  • Improve stakeholders’ understanding of the critical role that communication plays in a crisis and ensure they are exposed to our work and its impact. 
  • Establish excellent working relationships with humanitarian agencies present in South West State of Somalia to improve effectiveness of the project as well as build a network of contacts for the future.
  • Keep abreast of potential humanitarian and resilience funding opportunities and inform colleagues at the appropriate time. 
  • Provide quality assurance input by listening to a sample of lifeline programmes produced by partners and providing feedback on accuracy, usage of humanitarian information and relevance to audience needs. 
  • When required, organize round table discussions, forums for different stakeholders in the state to improve communication and build synergy of common understanding and cooperation on effective humanitarian response.
  • When required participate in UN working groups and cluster meetings, conferences, consultations with other agencies and partners on humanitarian/emergency relief-related matters in the state.
  • Monitor, analyze, and report on humanitarian developments, disaster relief/management programmes or emergency situations in South West State of Somalia.
  • Performs other duties as required.
  • At least 4 years’ experience in managing humanitarian Communication and Engagement projects in Somalia and particularly South West State.
  • Experience designing and implementing capacity strengthening training programs, including training of trainers.
  • Ability to assess trainees skills and devise evaluation processes for sustainable use beyond this assignment
  • Fluency in written and spoken English.
  • Native Somali language and Maay dialect is  
  • Relevant tertiary qualifications in development studies, project/ business management, mass-communication, or other relevant area desirable.
  • Experience of media and civil society work required.
  • Experience of covering humanitarian issues, observing balance and fairness and awareness of journalistic ethics and codes of conduct
  • Ability to change and adapt plans and approaches to suit an often-changing context.
  • Strong understanding of and commitment to humanitarian issues.
  • Strong understanding of Somalia’s media environment.
  • Excellent understanding of how media and communication interventions support humanitarian response.
  • Strong interpersonal skills, a capacity to engage with diverse internal and external stakeholders and an aptitude for creating connections across teams.
  • Ability to operate effectively in insecure, difficult, highly politically sensitive, and often fluid environment.
  • Strong computer (Word, Excel, PowerPoint) and internet user skills.
  • Willingness to travel to any part of Somalia/Somaliland when required.
