The Federal Government of Somalia (FGS), through the Somali National Bureau of Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The proposed project aims at strengthening the national statistics system, the national monitoring and evaluation (M&E) system and improving programming and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly access analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.

Among the current focus of the NEC economic policy formulation activities is to undertake studies on national Growth and Economic Transformation Strategy (GETS), which envisions a model for sustainable development that will transform Somalia into a secure, stable, democratic middle-income country by the year 2050. In order for the nation to attain the GETS vision provides a structured approach to achieve tangible results, it is imperative to realize the full participation of all citizens; particularly women who constitute the largest portion of the population. Thus, women’s contribution in the attainment of the national strategy is a f essential for growth both through the direct impact of their share of the labour force on output and through their effect on productivity.

  • Responsibilities: This study aims to assess the potentials and challenges of women as contributors to economic growth. It will demonstrate the importance of women’s contribution to the sustainable and inclusive economic growth and identify the barriers that limit their opportunities to reach their full potential. The study also aims to examine the positive relationship

between women's empowerment, increased real GDP, and improved human development, as well as improvements in the health outcomes for women and children. The rationale of undertaking this study is that despite different research studies being presented about women empowerment a very little analytical work has been done to outline women’s’ contribution to the economic growth and the impact their inclusion would have on national development. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR).   • Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
  1. Master’s degree in gender studies or development studies is required.
  2. At least 7+ years’ experience in gender and social inclusion and women’s economic empowerment research and analysis
  3. Proven track record of working with government agencies, private sector,
  4. Experience in working with a range of stakeholders including government agencies, private sector, international partners, and civil society groups
  5. Immediate availability and throughout the duration of the contract.

The assignment final report and policy brief shall be submitted to the Executive Director of the National Economic Council of Somalia, especially the Economic Policy Analysis Unit which is the secretariat of the NEC.

  1. TIMING Duration of Assignment:

Twenty-Five (25) working days of over 3months period for the Gender Expert.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
