Role Purpose:

In relation to the ECW MYRP for Puntland secured seed fund from ECW. Save the Children would like to recruit an experienced Programme manager.The primary duties and responsibility of the Programme  Manager will include provision of overall coordination and programme management support to all consortium members involved in implementation of the ECW MYRP grant, (Ministry of Education & Higher Education of Puntland (MOEHE), and implementation partners: facilitation of the operation of the consortium to be led by save the children as grant agency and the MOEHE; provision of management and technical advisory services to MOEHE and other consortium members; support MOEHE with regard to effective planning and management of all institutional and organizational capacity building initiatives of the programme and technical assistance that will be supported under the grant, In addition to a high level of technical, policy, leadership and management experience in sector wide education program. , the job will demand high level of inter-organizational skills/experience (negotiation, networking, steering) and strong programming and analytical competencies. The Programme manager will be based in Save the Children’s Garowe office, but will spend a substantial time with MOEHE and the consortium partners.

Qualifications and Experience

  • Post-graduate degree in education planning and management or a related field with additional training project planning and management techniques
  • Knowledge of current global and regional debates on quality and employment oriented education policies and models
  • Recommended a minimum of Six years of relevant technical experience including at senior level
  • Experience of working with local/national governments and capacity building of systems, partners and staff
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies

SCOPE OF ROLE:

Reports to: Head of Area Programmes OperationsPuntland and will have technical link with all education programme managers and advisors.

Dimensions: Save the Children works in Puntland with a current staff of approximately 110 staff and current expenditure of approximately [US$15] million each year.

KEY AREAS OF ACCOUNTABILITY:

Programme Development

  • Provide advises and recommendations to the steering committee on effective ways of coordinating education in general and the Action in particular on the basis of thorough analysis of the current practices, challenges and opportunities
  • Facilitate the dissemination of research findings, achievements and good practices of the Action within the education actors in Puntland
  • Work together with the team of the Action and M&E team of the lead agency in planning, undertaking and disseminating studies and reviews of the Action
  • Provide technical assistance to members of the consortium in general and MOEHE in all aspects of improving the education policy and management of Somaliland in particular.

Programme Implementation

  • Work closely with Head of Education and subsector technical specialists in planning, technical execution, monitoring and reporting of all education programmes/projects
  • Coordinate the process of developing joint action plan with the involvement of all members of the consortium

  • Ensure that the Action is implemented by all members of the consortium as per jointly developed and agreed plan, approaches and principles and intended targets met.
  • Ensure the development and application of effective system, approach, guidelines, tools etc. for planning, utilization and sustaining the institutional and organizational capacity support provide to the MOEHE by the Action and other donors (agencies)
  • Provide support to implementing members of the consortium and ensure that they apply appropriate project implementation strategies and approaches as indicated in the project documents
  • Ensure that SC and its consortium partners implement project activities in a most efficient, effective and sustainable manner
  • Offer innovative technical support to SC and its partners to ensure better access, equity and quality of primary education
  • Travel to project sites in Puntland and conduct regular monitoring of projects together with project team to ensure the set quality is met.
  • Lead on the organization and reporting of a regular joint monitoring mission of the Action by all members of the consortium
  • Organize periodic joint review meetings involving all stakeholders and partners in Puntland and ensure that planning/implementation of projects are informed by the outcomes of the reviews.
  • Facilitate the organization of regular steering committee meetings of the involved members of the consortium mainly through synthesizing and presenting the progress (including challenges and proposed actions) issues of the Action that requires policy decision; and following the implementation of the decisions and actions of the committee.
  • Report to the lead agency through its Head of Area Programmes and Minister of Education (chair, of the consortium) any irregularities or obstacles which may hamper the implementation of the Action in a timely manner.

Report Preparation and Submission

  • Ensure timely project monitoring reports are produced and shared with donor, SCI programme implementation staff, MEAL Manager and partners for action
  • Ensure that SCI local partners in Puntland submit timely and adequate project technical and financial reports as per the reporting requirements
  • Together with appropriate finance/grant management staff verify completeness/ appropriateness of partners’ financial report before compilation and submission to donors
  • Provide technical support to local partners in order for them to prepare and submit required reports
  • Prepare timely and high quality project progress and completion reports that meet donor requirements.

People Management, Mentoring and Development 

  • Ensure that all education team including consortium members MOE experts in Puntland understand and are able to adapt their roles in both emergency and development context
  • Manage the consortium team; define expectations, provide leadership and support as needed
  • Incorporate staff development strategies and Performance Management Systems into team building process in coordination with their functional programme managers
  • Oversee that all consortium staff proactively build and maintain technical skills and competencies required for leading and/or inputting for first class programmes.
  • Support the TAs; help define expectations, provide leadership and support as needed, and evaluate direct reports regularly.
  • Ensure the recruitment, training, and promotion of staff as appropriate; ensure availability of and support appropriate professional development opportunities for staff in education
  • Oversee that all Education staff proactively build and maintain technical skills and competencies required for leading and/or inputting for first class programmes – both development and emergency nature
  • Manage the performance of all direct reports in the consortium through: effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations; coaching, mentoring and other developmental opportunities; recognition and rewards for outstanding performance; documentation of performance that is less than satisfactory, with appropriate performance improvement work plans in coordination with their technical managers.

MEAL and knowledge management

  • Together with consortium Monitoring and Evaluation team, develop and apply across all members of the consortium a sound project/program monitoring and evaluation system/tools and ensure that project progress (activities and outputs), results and immediate objectives (outcomes) and impacts are systematically tracked, documented and shared as appropriate on the basis of SC and donors’ requirements.
  • Collate project achievements, lesson, good practices using appropriate method from all members of the consortium and present to the lead agency and other members of the consortium
  • Produce a consolidated technical interim report of the Action on the basis of the monitoring and interim reports of the members and present to Head of Education of the Lead Agency for review and input.
  • Serve as a technical knowledge, skills and experience hub for ECW MYRP programme in Puntland and in doing so play a leading role in introducing innovations in education programmes and in turn documenting and sharing best practices and innovations for replication and advocacy together with programme quality team.
  • Work with technical resources among Save the Children, consortium partners and Puntland MOEHE to facilitate sharing and learning in education good practices and leverage their support for strengthening education studies, assessments, innovations, advocacy and capacity building in favor of children in Puntland
